In a small bowl, mix the brown sugar and chili powder.
Cut the chicken into bite-sized pieces and the bacon in half crosswise.
Dredge each piece of chicken in the sugar, then wrap it with a piece of bacon and secure it with a toothpick. Dredge in brown sugar again, and repeat with the remaining chicken cubes.
Place the bites in a large cast iron skillet and fry in batches to avoid overcrowding.
Bake for 35 minutes until the bacon is crispy and caramelized.
