Spread the Brussels sprouts in a single layer on a baking dish and toss them with olive oil, sea salt, and black pepper.
Place the dish in the preheated oven and roast for 15-20 minutes until they are half tender and slightly charred.
Meanwhile, mix the shredded mozzarella cheese, grated Parmesan cheese, garlic powder, onion powder, and paprika in a small bowl.
Once the Brussels sprouts are done roasting, remove them from the oven.
Sprinkle the cheese mixture evenly over the Brussels sprouts.
Return the baking dish to the oven and bake for an additional 5-7 minutes, or until the cheese is melted and bubbly and the Brussels sprouts are nicely browned.
